The county executive made a decision that it was necessary to construct public recreational areas in the park to help people enjoy themselves, and to improve their quality of life.

The New York State Thoroughbred Horse Racing Commission approved the purchase of property surrounding Eisenhower park from the owner of the land, and it was used as a venue for a professional racing track. The state athletic association also manages the athletic complex at the site, which provides a venue for the annual North American PGA Championship. The PGA has held its events at the site before, and it is widely regarded as one of the best golf courses in the entire country.

The first professional golf tournament ever held at the Eisenhower Park took place in 1992. The tournament winner was a team from North Tonawanda, New York.
